The site chosen for this project is located in the north-western part of Bucharest, in the first district. It can be easily accessed from inside and outside the city, by subway or bus, making it easy for people to visit and volunteer in helping the children. The property has a surface of 72 276,16 square meters and it is in the adminstration of the Local Council of the First Disttrict – Social Assistance and Child Protection. The program consists in creating a center for children between the age of 7 and 14, that had problems with the law, a community that focuses, not on the minor insulation, but on the protection and rehabilitation, in a secure environment with educational purposes. The time spent in detention shouldn’t mean a breaking point in the evolution of the child, but should be a preparation for his return in society. In Romania, at this point there are very few specialized centers, that can help children who have committed a criminal act but can not be legally punished, centers that value and respect children’s rights offering them the opportunity to develop their personality in an protective space. In cases where the child cannot remain in custody of the family maintenance is or when the child does not fulfill the obligations laid down by the Commission, Child Protection Services may order his placement in the extended family or an adoptive one. The child’s placement in a specialized residential service can be disposed for a limited amount of time, if the minor’s deed shows a high degree of social danger or the minor commits further offences.
The gravity of social danger of the criminal offences is defined according to the manner and means of the act, the purpose, the circumstances in which the deed was committed, the consequences, as well as the conduct of the person. During the period in which the minor is undergoing the rehabilitation plan, the state’s institutions responsable in taking the measures, are forbidden to give any information concerning the person of the minor, and he will be provided specialized services to reintegrating into society which consist of:
-preventing the deviant behaviour or actions of children;
-educating children in the spirit of respect of the law and moral values, in the spirit of tolerance, dignity and solidarity’
– encouraging and supporting children in the evolution towards a responsible and correct behavior;
– empowerment and children’s awareness of the factors that might jeopardize the physical and moral development;
– school, family and social reintegration of the child;
In achieving these objectives, sessions of individual counselling or psychotherapy, or programs for group counselling with the minor will be necesary .Residential services are those services that ensure safety, growth and child care separately, either temporarily or permanently, by his parents as a result of determining the placement measure. The residential services can be provided by orphanages or child proctection centres, they are organized based on the model of the family and are specialized depending on the needs of the children placed in these institutions. For the child who committed a criminal offence and is not responsible , there are organized as centres of guidance, supervision and support for the social reintegration of the child.
