First of all, the design minimizes the amount of cutting of the ground via exploitation of north-south directed on a 7m sloping area, planning to have three-dimensional walking routes and having formation and distribution the mass considering northeasterly wind in the winter. This is considering green tact of lands in the west, Gogeum Mountain in the north, the visual axis at Bam island in the south and neighborhood park in the west. In addition, it constitutes exterior spaces where nature and city coexist via rational distribution according to their functions and grades of rank by concentrating cities and parks into the vast ground.

An approach via exploitation of vast sloping ground makes it possible to have three-dimensional accessibility inside the public corporations connecting between two floors. The entrance of the first basement floor has open views from the plan of the building lobby with high floor-to-floor spans. In addition, business areas starting from the second basement floor constitute an eco-friendly work environment with rest and natural ventilation via a garden plan. More importantly, a vast area of a green yard in the Government Employee Pension Corporation pursues eco-friendly building through the eco garden plan for three-dimensional design and control for indoor climate considering light, is designed to be a futuristic public a corporation as an eco-friendly building that minimizes energy consumption.
